Diaphragm Compressor/Vacuum Pump.
It is tested by me to be around ~5psi / -8 to -9in Hg.
It comes on a mount that holds the unit with springs to prevent vibrations onto whatever object you put it on. The mount uses screws so you can disassemble it if needed.
